Attorney
Gilberto de Jesús is an attorney with the Walton Law Group, bringing more than three decades of high level federal legal experience across multiple agencies, including the U.S. Department of Transportation, the Federal Communications Commission, the Department of Justice, and the State of Maryland. His career reflects deep expertise in federal regulatory law, administrative enforcement, policy development, and complex litigation.
Mr. de Jesús served as Senior Advisor and Chief Counsel at the Federal Motor Carrier Safety Administration, where he directed legal policy for nationwide field offices and supervised a team of more than 30 attorneys. His responsibilities included regulatory development, enforcement strategy, ethics, procurement, civil rights, and coordination with the Department of Justice and the Office of the General Counsel.
During his 15-year tenure at the Federal Communications Commission, he held several senior roles, including Senior Attorney in the Office of Communications Business Opportunities. He advised FCC leadership on rulemakings affecting small businesses, led broadband technology initiatives, and collaborated with public private partners—including the SBA, SCORE, Microsoft, Google, and AT&T—to expand opportunities for minority, women, and veteran owned businesses.
Mr. de Jesús also served as a Senior Legislative Fellow in the Office of U.S. Senator Benjamin L. Cardin, where he oversaw legislative matters related to the Small Business Administration and drafted legislation on banking, finance, telecommunications, and small business development.
Earlier in his career, he was Secretary of the Maryland Department of Juvenile Justice, overseeing statewide programs and more than 1,500 staff, and spent eight years at the Department of Justice as an Assistant U.S. Attorney and later as a Legal Advisor in the Office of International Affairs. His DOJ work included prosecuting homicides, financial crimes, and narcotics cases; coordinating extraditions; negotiating international law enforcement agreements; and representing the United States in cross border criminal matters.
Mr. de Jesús has also held leadership roles in legal education and community organizations, including serving as Executive Director of the Council on Legal Education Opportunity (CLEO) and holding numerous board positions with the Baltimore Development Corporation, University of Maryland Medical Systems, and the Maryland Hispanic Chamber of Commerce.
He is admitted to practice in Maryland, New York, and the District of Columbia, and is a graduate of the George Washington University National Law Center and Columbia University.
